What it is
The unemployment rate is the share of jobless people in Albania's total labour force. Compiled by the Institute of Statistics (INSTAT), it is the country's main labour-market gauge.
How it's calculated
Based on the Labour Force Survey of a sample of households, following international ILO criteria. A person is counted as unemployed if they are without work, available to work and actively seeking a job. This figure reflects the annual average.
Market implications
It reflects the momentum of the Albanian economy and its capacity to create jobs. A strong labour market supports consumption and household income and is a key variable for economic policy and for assessing the country in its EU accession process.
Limitations
It is worth distinguishing whether the rate moves on changes in labour demand or on factors such as emigration and shifts in the labour force. Albania's sizeable informal economy and the survey's sampling error limit how well it captures real employment.
