What it is
Ukraine's unemployment rate is the share of jobless people in the labour force. Published by the State Statistics Service of Ukraine on ILO methodology, it is the main gauge of the country's labour market.
How it's calculated
Derived from the Labour Force Survey of a sample of households, on ILO criteria: someone without a job, available and actively seeking is counted as unemployed. Because of the war, it is released at low frequency (annual/estimated) and with delays.
Market implications
Its path gauges the war's impact on jobs and the economy's capacity to recover. A rise reflects the destruction of jobs and activity; a fall, some normalisation, in a setting heavily shaped by external support.
Limitations
Mass population displacement (refugees and internally displaced people), occupied territories and fieldwork difficulties make the survey imprecise and subject to large revisions; the figure must be read with great caution.
